Update SQLite to pre-3.6.23 that leaves SQLITE_ENABLE_LOCKING_STYLE turned off by default. This should help it to build correctly on Tiger. Ticket [8b3c5d30f7e6] check-in: 73223b8b user: drh tags: trunk
