We don't want to clobber c; `c = offset` is correct for SEEK_SET. Incidentally, this routine's regress test was not failing the SEEK_SET case[0] because bin->cursor is at 0 so the fallthrough to the SEEK_CUR case[1] equates to `c = 0 + offset`. As such this commit also reorders test cases for a more rigorous regresssion test of fsl_buffer_seek().
