When I try to use the command shown on loadmgmt.md I see:

fossil all set max-loadavg 1.5
"all" subcommand should be one of: add cache changes clean dbstat extras fts-config git ignore info list ls pull push rebuild remote server setting sync ui unset whatis

with fossil version c2ba5a5ed7. I think it should be fossil all setting ....
