It's a bit jarring to have timeline dates in local time (admin > timeline > untick use UTC) but see wiki revision dates still as UTC (wiki > page > overview > date). Any way to get local time universally across Fossil? Thanks.

Not currently, no. The timeline configuration is ostensibly specific to the timeline, but it seems to be used/honored in many places, so i'll patch the /info page to honor that setting. Keep a lookout for the relevant commit in a short while.

Yes, the Timeline UTC setting appears to be honored by many things that are not strictly Timeline related, e.g. Forum, Chat, and Ticket times. If Wiki times will now honor the UTC checkbox, with no remaining display times fixed to UTC, would it make sense to move that checkbox out of Admin>Timeline into Admin>Configuration, seeing as it's basically a global option now, not soley for Timeline?

It would definitely make sense, but it seems to not be quite as clear-cut as copy/pasting the UI elements. Fossil has two(?) separate internal subsystem for settings and that settings lives in a different subsystem than the one which is used by the Settings page. i'm working on other code today so won't go down that rabbit hole today.

In any case, your requested change is now in the trunk.
