Not sure where the fix is, but I think everything is correct according to:
(Note the difference between the _fossil and _FOSSIL_ files on Windows.)

It was in the help text for the "all" command... Which i now see didn't actually commit. i'll push that when i'm back on the computer.

It was in the help text for the "all" command...
Correction (caught by Martin Gagnon): the help text is correctly referring to the _fossil global config db, not the _FOSSIL_ checkout db, so my "fix" for that has been rolled back.
